For just over two months to 2025, the number of pending AI invoices in the US has increased to 781, according to the online tracking tool.
Maintained by consulting firm MultiState, the tool shows that the number of pending US bills related to AI exceeds the total number of AI bills proposed in 2024 (743). In 2023, state and federal lawmakers proposed AI-related bills with fewer than 200 people.
Several recently proposed laws include HB 1331 in Maryland, a bill that regulates the development and use of high-risk AI in outcome determinations. Texas’ vast Texas responsible AI governance law. The Massachusetts HD 3750 will need a health insurance provider to disclose AI use to consider claims.
In just 66 days since 2025, the number of pending artificial intelligence invoices in the US officially exceeds all 2024 totals.

Legislative disruption can be largely due to inaction at the federal level. So far, Parliament has struggled to pass a comprehensive AI framework comparable to bills like the EU’s AI Act.
The Trump administration has not shown an appetite for offensive AI governance. In late January, Trump signed an executive order directing federal agencies to promote the development of AI “free from ideological bias” that promotes “human prosperity, economic competitiveness, and national security.” But Trump still doesn’t support major Congressional AI laws.
