At the Google I/O 2025 developer meeting on Tuesday, Google announced Flow. Flow has unveiled a new AI-powered video tool for film production.

The company said it is using a new tool with a trio of AI models (VEO for video generation, images for image generation, Gemini for text and prompts).

By allowing users to import texts and scenes or create artifacts within the tool, flows are following in the footsteps of other tools. For example, Google itself launched a video generation tool called VideoFX under Google Labs last year. However, flows may reach a wider user base.

The new tool also provides features such as camera controls to change the angle of the camera and the view within the scene. A scene builder that edits or expands shots and directs the flow of the scene. Same goes for asset management tools.

Additionally, the company has launched “Flow TV.” It launches “Flow TV,” a curated stream of clips and content that allows you to see the exact prompts behind these videos to understand other users’ creative flows.

Startups like Moonvalley, D-ID, Cheehoo and Hedra are trying to create video solutions in similar areas to help people access specific filmmaking tools and create AI-generated features. While Google’s model exists in many of these tools, Flow shows that Google also wants to enter the application layer of the AI video generation process.

Google AI Pro and the new Google AI Ultra Plan will be the first to US users.

Pro users have access to 100 generations per month, while Ultra users receive higher but currently unspecified restrictions, along with access to Google’s latest video models.
